Due to requests for clarification of the procedure for conducting election campaign and being guided by the sub-item 1 of the Article 12 of the Constitutional Law “On elections in the Republic of Kazakhstan”, the Central Election Commission forwarded the following clarifications to the campaign headquarters of the registered Presidential Candidates, Akims of the regions, Astana and Almaty City Akims, as well as territorial election commissions :
     As per item 1 of the Article 27 of the Constitutional Law the election campaign is understood as any activity aimed at persuading the voters to take part in the voting and vote for or against any particular candidate or political party.
     Foreign citizens, persons with no citizenship, foreign legal entities and international organizations shall be prohibited from activities constituting obstacles and /or advantages to nomination or election of the candidates, political parties forming the party list, achievement of the particular result of the elections.
     In the view of above any kind of participation of foreign citizens, persons with no citizenship, foreign legal entities and international organizations in sports and entertainment activities organized by the Presidential Candidates as well as on their behalf or for their support by any other individuals or legal entities as per item 9 of the Article 27 of the Constitutional Law shall not be acceptable.
     Article 102-3 of the Code of the Republic of Kazakhstan on administrative violations provides for administrative liability for the violation of the above mentioned provision of the Constitutional Law.
