«First thing that amazed me in Kazakhstan is setup of Centers for assistance to international observers and media under Akimats. I have an extensive experience of observing elections in 13 countries of the former Soviet Union, but I have never been able to feel similar attention and comprehensive support anywhere else. There were indeed countries where one or two specialist would assist us, but here the whole Center works with us and all are professionals in their respective fields. Election period is developing steadily. I was very surprised to see when on October 25, on the day of launch of the election campaign, the public desks were established under the Headquarters for support of existing President. I believe it is a supreme sign of democracy when the voters are expressing their advices and making proposals to him. It is a sign that they trust him. In general I am confident that there would be no excesses or faults. People are making the right choice”.
Economic growth in Kazakhstan enables the country to enter the new level of democracy and existing legislative framework allows for successful political reforms. It is worth noting that British political scientists do not agree with some of the conclusions of OSCE Interim Report- for instance, they believe that the ban for demonstrations at the time of elections is reasonable and does not violate human rights.

All pre-conditions for conducting transparent and fair elections are met in Kazakhstan. The Central Election Commission provides efficient response to all comments of international and domestic experts. Public control for observance of provision of equal access of candidates to media and meetings with the voters is significantly increased.
In the course of the meeting with Bahytzhan Zhumagulov,Head of the Public Headquarters of Kazakhstan Presidential Candidate N. Nazarbayev US Ambassador to Kazakhstan John Ordway had been provided with a good overview of activities of election headquarters and confirmation of the fact that equal access to television channels is ensured for all Presidential Candidates.

While assessing preparation and administration of upcoming Presidential Elections in the Republic of Kazakhstan, Mr. Hastings had noted their high level. “ Sailau CIS system is better than the electronic voting system in the United States, and the polling station no.1 in Astana is the best compared to the ones I have seen in other countries of the world. Kazakhstan has made a right decision on gradual introduction of Sailau system. It is evidenced by the fact that 10 % of the polling stations have used the electronic voting system during the Mazhilis Parliamentary Elections and 15 % would be using it during the Presidential Elections. Besides that, each voter has the right to choose preferred way of voting” .
