On the organisation of work with voter lists for early elections of
members of the Mazhilis of the Parliament and maslikhats of
the Republic of Kazakhstan, scheduled for March 19, 2023
In accordance with paragraph 5 of Article 10, subparagraphs 1), 2) and 5) of Article 12, subparagraph 4-1) of Article 14, Articles 24, 25, 26, 26-1 of the Constitutional Act of the Republic of Kazakhstan dated September 28, 1995 on Elections in the Republic of Kazakhstan, the Central Election Commission of the Republic of Kazakhstan RESOLVES:
1. To local executive bodies:
1) to ensure the formation of voter lists in accordance with the Constitutional Act of the Republic of Kazakhstan on Elections in the Republic of Kazakhstan, Resolution of the Central Election Commission of the Republic of Kazakhstan dated August 23, 2018 No. 11/197 on approval of the Rules for the formation of voter lists for voting, as well as their submission to the election commissions;
2) to ensure that citizens are widely informed about the procedure for inclusion in the voter lists, including on the basis of written applications from citizens in the manner prescribed by law, as well as information services implemented in the region for the completeness and reliability of the voter lists;
3) to ensure the functioning of information services (call centres, digital services, Internet resources) to provide information to citizens about their inclusion in the voter list and verification of inclusion in the voter lists;
4) based on written applications of citizens received no later than thirty days before the elections, to ensure their inclusion in the relevant voter list at the place of residence, taking into account the electoral districts and organise exclusion from the voter list at the place of registration in accordance with applicable legislation;
5) to ensure monitoring of the consideration of written applications of citizens for inclusion in the voter list in accordance with the current legislation;
6) to ensure the submission of voter lists for each polling station twenty days before the start of voting to the relevant election commissions in the prescribed manner.
2. To territorial election commissions:
1) to ensure control over the receipt of up-to-date voter lists for voting from local executive bodies in accordance with the established procedure;
2) within two days from the date of receipt of voter lists from local executive bodies, to submit them electronically to the Central Election Commission;
3) to ensure control over the timeliness of submission by precinct commissions of voter lists for familiarisation in accordance with the established procedure;
4) in case of changes to the voter list by decision of the precinct election commission, to inform the higher election commission about this within one day.
3. To precinct election commissions:
1) to provide voter lists for familiarisation to voters at the premises of the relevant precinct election commissions fifteen days before voting day;
2) applications for the need to be included in the voter lists, excluded from them or corrections in the voter lists shall be considered on the day the application is received by the election commission;
3) in case of changes to the voter list, to immediately inform the higher election commission about it.
4. To publish this resolution on the official website of the Central Election Commission and send it to the akims of regions, cities of republican significance, the capital, and territorial election commissions for execution.
