On certain issues of ensuring the electoral rights of citizens with 

disabilities in the early elections of members of the Mazhilis of the 

Parliament and maslikhats of the Republic of Kazakhstan, scheduled for 

March 19, 2023

In accordance with subparagraphs 1), 2) of Article 12, paragraph 2-1 of Article 48 of the Constitutional Act of the Republic of Kazakhstan dated September 28, 1995 on Elections in the Republic of Kazakhstan, subparagraph 70) of paragraph 15 of the Regulations of the Central Election Commission of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan dated November 11, 1996 No. 3205, the Central Election Commission of the Republic of Kazakhstan RESOLVES:

1. To ensure the participation of citizens with disabilities in political and public life, it is recommended that political parties and other public associations:

1) provide the possibility of nominating citizens with disabilities as candidates for members of maslikhats;

2) provide the possibility of conducting pre-election campaigning, taking into account the conditions for persons with disabilities.

2. To local executive bodies:

1) to exercise the right to vote, to take the necessary measures to ensure conditions for persons with disabilities at polling stations in accordance with the resolutions of the Central Election Commission of the Republic of Kazakhstan dated October 23, 2012 No. 21/183 On approval of instructions on equipping voting premises at voting stations, voting precincts, and dated December 21, 2018 No. 24/217 On Recommendations on Ensuring the Electoral Rights of Citizens with Disabilities during Elections in the Republic of Kazakhstan”;

2) to assist election commissions in their work to ensure conditions for voting for voters with disabilities;

3) to check the accessibility of polling stations for persons with disabilities with the participation of representatives of public associations of persons with disabilities as experts;

4) to provide additional measures to ensure special conditions at polling stations for voters with disabilities (blind and visually impaired, deaf, deaf-blind, with impaired functions of the musculoskeletal system).

3. To the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan, together with local executive bodies, to update information on voters with disabilities who require special conditions for voting; information about polling stations in the Interactive Accessibility Map.

4. To territorial election commissions of regions, cities of republican significance and the capital, districts, cities, in accordance with their authority, to take the necessary measures to ensure conditions for voting of persons with disabilities.

5. To publish this resolution on the website of the Central Election Commission.

6. To entrust control over the execution of this resolution on member of the Central Election Commission of the Republic of Kazakhstan A.G.Schegortsova.
