On certain issues of accreditation of observers of foreign states and 

international organisations for early elections of Mazhilis members to the 

Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023

 

In accordance with Article 20-2 of the Constitutional Act of the Republic of Kazakhstan dated September 28, 1995 on Elections in the Republic of Kazakhstan, the Central Election Commission of the Republic of Kazakhstan RESOLVES:

1. To withdraw accreditation of international observers from Canada Alan Wilfred Hamson and Eric Dionne on the basis of the submission of the Ministry of Foreign Affairs of the Republic of Kazakhstan dated March 9, 2023 No. 14/4304-I from the Central Election Commission of the Republic of Kazakhstan for early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023.

2. To revoke the certificates of international observers from Canada Alan Wilfred Hamson and Eric Dionne.

3. To introduce the following changes to the Resolution of the Central Election Commission of the Republic of Kazakhstan dated March 7, 2023 No. 57/747 “On accreditation of observers of foreign states and international organisations for early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023”:

in the list of observers of foreign states accredited to the Central Election Commission of the Republic of Kazakhstan for the early elections of the Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023, approved by the said resolution (Annex 1):

in the “Canada” section, delete the line, serial number 12 “1 Alan Wilfred Hamson”;

in the “Canada” section, delete the line, serial number 13 “2 Eric Dionne.”

4. To withdraw accreditation from the Central Election Commission of the Republic of Kazakhstan for early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023, international observers from the Mission of Observers from the Organization of Turkic States Şefik Vural Altay and Ali Civiler on the basis of the submission of the Ministry of Foreign Affairs of the Republic of Kazakhstan dated March 10, 2023 No. 14/4391-I.

5. To revoke the certificates of international observers from the Mission of Observers from the Organization of Turkic States Şefik Vural Altay and Ali Civiler.

6. To introduce the following changes to the Resolution of the Central Election Commission of the Republic of Kazakhstan dated March 7, 2023 No. 57/747 “On accreditation of observers of foreign states and international organisations for early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023”:

in the list of observers of international organisations accredited to the Central Election Commission of the Republic of Kazakhstan for the early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023, approved by the said resolution (Annex 2):

in the section “Mission of observers from the Organization of Turkic States” delete the line, serial number 91 “3 Şefik Vural Altay”;

in the section “Mission of observers from the Organization of Turkic States” delete the line, serial number 94 “6 Ali Civiler”.

7. To accredit observers from foreign states in accordance with Annex 1 at the Central Election Commission of the Republic of Kazakhstan, upon the proposal of the Ministry of Foreign Affairs of the Republic of Kazakhstan, for the early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023.

8. To accredit observers of international organisations in accordance with Annex 2 at the Central Election Commission of the Republic of Kazakhstan on the proposal of the Ministry of Foreign Affairs of the Republic of Kazakhstan for early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023.

9. To issue appropriate certificates to observers of foreign states and international organisations.

10. To send this resolution to the Ministry of Foreign Affairs of the Republic of Kazakhstan, as well as to the election commissions of regions, cities of republican significance and the capital.

11. To entrust control over the execution of this resolution to Secretary of the Central Election Commission of the Republic of Kazakhstan Yerman M.T.
