On certain issues of the activity of observers of foreign states, international organisations, representatives of foreign media during the republican referendum scheduled for June 5, 2022
In accordance with paragraph 4 of Article 6 of the Constitutional Law of the Republic of Kazakhstan dated November 2, 1995 No. 2592 “On the Republican Referendum,” the Central Referendum Commission of the Republic of Kazakhstan RESOLVES THAT:
1. Invitations to foreign states and international organisations to participate in the observation of the republican referendum in the Republic of Kazakhstan may be sent by the Chairman of the Central Referendum Commission, the Minister of Foreign Affairs of the Republic of Kazakhstan.
Observers of foreign states and international organisations shall be accredited at the Central Referendum Commission upon the proposal of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
For accreditation, foreign states and international organisations shall submit to the Ministry of Foreign Affairs of the Republic of Kazakhstan a list of their observers, representatives.
Individuals who are not observers of foreign states and international organisations shall not be subject to accreditation.
2. Accredited observers of foreign states and international organisations shall be issued an accreditation certificate of the form established by the Central Referendum Commission, which shall be the basis for their activities during the referendum period.
3. An observer of a foreign state, an international organisation, as well as a representative of a foreign mass media may be accompanied by one interpreter upon presentation of an identity document of the latter.
4. A representative of a foreign mass media may observe the referendum if they have an accreditation certificate issued by the Ministry of Foreign Affairs of the Republic of Kazakhstan.
5. In case of violation by observers of the legislation of the Republic of Kazakhstan or generally recognised norms of international law, the relevant referendum commission shall have the right to submit to the Central Referendum Commission a proposal to revoke the accreditation of an observer of a foreign state, international organisation.
Accreditation of an observer of a foreign state, international organisation may be withdrawn by the Central Referendum Commission based on an application from the relevant foreign state, international organisation upon the proposal of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
6. The attached text of the questionnaire of an observer of a foreign state, an international organisation shall be approved.
7. The accreditation of observers of foreign states, international organisations shall end at 18:00 on May 30, 2022.
8. This resolution shall be published on the Internet resource of the Central Referendum Commission of the Republic of Kazakhstan.
