Meeting of the Central Election Commission of the Republic of Kazakhstan of April 27, 2019
On April 27, 2019, a meeting of the Central Election Commission of the Republic of Kazakhstan was held, attended by representatives of political parties and a number of state authorities. The meeting addressed the following issues:
1. Establishment of the compliance of the candidate for the President of the Republic of Kazakhstan Amangeldy Taspikhov with the requirements of the Constitution of the Republic of Kazakhstan and the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”.
2. Establishment of the compliance of the candidate for the President of the Republic of Kazakhstan Daniya Yespayeva with the requirements of the Constitution of the Republic of Kazakhstan and the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”.
Resolutions have been passed on these two issues:
1. Establishment of the compliance of the candidate for the President of the Republic of Kazakhstan Amangeldy Taspikhov with the requirements of the Constitution of the Republic of Kazakhstan and the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”.
Secretary of the Central Election Commission, Sabila Mustafina, informed that on April 25, 2019, the relevant documents of Amangeldy Taspikhov on his nomination as a candidate for the President of the Republic of Kazakhstan from the Republican Association of Trade Unions “Federation of Trade Unions of Kazakhstan” were submitted to the Central Election Commission of the Republic of Kazakhstan in accordance with Article 55 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”:
1. Extract from the protocol of the meeting of the highest body of the Republican Association of Trade Unions “Federation of Trade Unions of Kazakhstan” on the nomination of Amangeldy Taspikhov for the President of the Republic of Kazakhstan;
2. A document certifying the payment of the election contribution to the account of the Central Election Commission of the Republic of Kazakhstan;
3. The statement by Amangeldy Taspikhov about his consent to run as a candidate for the President of the Republic of Kazakhstan with the attachment of his biographical data, a copy of the identity document, a copy of the higher education diploma, documents confirming experience in the public service or in elective government positions.
The Central Election Commission sent requests to the authorized state bodies to assist in verifying the compliance of candidate for the Presidency of the Republic of Kazakhstan Amangeldy Taspikhov with the requirements of the Constitution of the Republic of Kazakhstan and the Constitutional Act of the Republic of Kazakhstan "On elections in the Republic of Kazakhstan", and the relevant information was received.
On April 26, 2019, a meeting of the linguistic commission to establish fluency of Amangeldy Taspikhov in the state language was held at the Central Election Commission of the Republic of Kazakhstan.
According to the results of the examination, the linguistic commission decided that the candidate for the Presidency of the Republic of Kazakhstan, Amangeldy Taspikhov, is fluent in the state language (protocol No. 3 of the meeting of April 26, 2019).
The Central Election Commission has found that Amangeldy Taspikhov:
1) Based on information from the Migration Service Committee of the Ministry of Internal Affairs, is a citizen of the Republic of Kazakhstan by birth, who has been living in Kazakhstan for the last fifteen years;
2) has higher education;
3) on the basis of information from the Committee on Legal Statistics and Special Records of the Prosecutor General's Office:
- he has no criminal record;
- he has not been found guilty of committing corruption crime or offense;
- he has the right to vote;
4) Based on information from the Agency for Civil Service Affairs and Anti-Corruption, he has experience in public service, as well as in elective government positions, which is at least 5 years.
Clause 1 of the Resolution, adopted following the examination, establishes that candidate for the Presidency of the Republic of Kazakhstan Amangeldy Taspikhov meets with the requirements of the Constitution of the Republic of Kazakhstan and the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”.
Clause 2 of the Resolution instructs election commissions of oblasts, cities of republican significance, the capital of the Republic of Kazakhstan to issue to Amangeldy Taspikhov the signature sheets for collecting signatures in support of the candidate for the President of the Republic of Kazakhstan.
The collection of signatures shall be carried out by proxies of the presidential candidate and be documented by signature sheets.
The registration of proxies is carried out by territorial election commissions on the basis of the Instruction approved by the CEC Resolution No. 62/108 of November 21, 2011.
2. Establishment of the compliance of the candidate for the President of the Republic of Kazakhstan Daniya Yespayeva with the requirements of the Constitution of the Republic of Kazakhstan and the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”.
A member of the Central Election Commission, Zauresh Baimoldina, presented a draft Resolution.
On April 25, 2019, the relevant documents of Daniya Yespayeva on her nomination as a candidate for the President of the Republic of Kazakhstan from the Public Association “Ak Zhol Democratic Party of Kazakhstan” were submitted to the Central Election Commission of the Republic of Kazakhstan in accordance with clause 2 of Article 54 and Article 55 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”:
1. Extract from the protocol of the meeting of the highest body of the Public Association “Ak Zhol Democratic Party of Kazakhstan” on the nomination of Daniya Yespayeva for the President of the Republic of Kazakhstan;
2.
