Born on 12 January 1961.

He graduated from the Karaganda Higher School of the Ministry of Internal Affairs of the USSR, full-time postgraduate military studies at the All-Union Scientific Research Institute of the Ministry of Internal Affairs of the USSR (Moscow), 4 - month courses for senior management at the Marshall European Center for Security Studies (Germany).

Lawyer-jurist. Doctor of Law, Professor.

Professional experience:

09.1982 – 06.1997 - teaching at the Karaganda Higher School of the Ministry of Internal Affairs.

06.1997 – 05.2000 - Secretary of the State Narcotics Control Commission of the Republic of Kazakhstan.

05.2000 – 09.2002 - Deputy Chairman of the Agency of the Republic of Kazakhstan for Combating Drug Abuse and Illicit Trafficking in Drugs, Deputy Chairman of the Committee for Combating Drug Abuse and Illicit Trafficking in Drugs of the Ministry of Justice of the Republic of Kazakhstan.

09.2002 - 06.2005 - State Inspector, Head of the Public and Environmental Security Department of the Secretariat of the Security Council, Deputy Head of the Secretariat of the Security Council of the Republic of Kazakhstan.

06.2005 – 09.2009 - Deputy Secretary of the Security Council - Head of the Secretariat of the Security Council of the Republic of Kazakhstan.

09.2009 -08.2020 - Member of the Mazhilis of the Parliament of the Republic of Kazakhstan of the fourth, fifth, sixth convocations, Chairman of the Committee on Legislation and Judicial and Legal Reform.
