Assylbek Smagulov

Member of the Central Election Commission of the Republic of Kazakhstan

Born in 1970 at the Nura state farm, Irgiz district, Aktobe region. Doctor of Law, Professor.

He began his professional activity as a worker in 1987. From 1988 to 1990 he served in the Armed Forces of the USSR. In 1991 he began his service in law enforcement agencies from the position of a policeman of the separate battalion of the patrol guard service at the Aktyubinsk city department of internal affairs.

1991 – 1992 – student of the Sverdlovsk Higher School of the Ministry of Internal Affairs of the USSR;

1992 – 1995 – student at the Karaganda Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan, graduated with distinction;

1995 – 2000 – Lecturer, service student, Senior Lecturer of the Karaganda Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan;

2000 - 2012 – Associate Professor, Head of the Department of Criminal Law and Criminology, Deputy Head of the Academy for Research Work, Deputy Head of the Academy for organization of educational and methodological work of the Academy of Financial Police of the Republic of Kazakhstan;

2012 - 2016 – Director of the State Institution "Institute of Legislation of the Republic of Kazakhstan";

24.03.2016 - 15.09.2020 – Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan of the VI convocation from “Nur Otan” party;

16.09.2020 – member of the Central Election Commission of the Republic of Kazakhstan.

Marital status:

married, two children.

State awards, honorary titles:

Awarded with a letter of gratitude from the President of the Republic of Kazakhstan and certificates of honor of the Ministry of Education and Science of the Republic of Kazakhstan, the Agency for Combating Economic and Corruption Crimes (financial police), the Ministry of Justice of the Republic of Kazakhstan, as well as the medals “Excellence in labour”, “For contribution to the rule of law", "For contribution to the development of justice", "IPA CIS – 25 years"," 5 years of Independence of the Republic of Kazakhstan".

He is a member of the Legal Council at the Nur Otan party, the Union of Journalists of the Republic of Kazakhstan. Author of more than 100 scientific papers published in various editions, including 2 textbooks (co-authored), more than 10 textbooks and monographs.
