INFORMATIONAL MESSAGE
In connection with the frequent cases of conducting sociological polls on the Internet, the Central Election Commission of the Republic of Kazakhstan recalls the need to comply with legal requirements.
In accordance with clause 9 of Article 28 of the Constitutional Act “On Elections in the Republic of Kazakhstan”, public opinion polls shall be conducted by legal entities registered in accordance with the legislation of the Republic of Kazakhstan, having at least five years of experience in conducting public opinion polls, with prior written notification to the Central Election Commission and with the attachment of copies of relevant documents. The notification sent to the CEC shall include information on:
· professionals participating in the poll and having experience in this area;
· the regions in which public opinion polls will be conducted;
· the methods of analysis applied.
It is prohibited to publish the results of public opinion polls, forecasts of election results, other research related to elections, voting in support of candidates or political parties on the Internet for five days before voting day and on election day.
To date, the Central Election Commission has received properly executed notifications of conducting sociological polls only from two organizations - the public association Kogamdyk Pikir Institute and Molodezh Research and Development Center LLP.
