The CEC history

The Central Election Commission on election and recall of people’s parliamentarians of the Kazakh SSR, consisting of 25 people, was formed by a Resolution of the Supreme Council of the Kazakh SSR dated September 22, 1989.

On October 18, 1989, the composition of the staff of the Central Election Commission on election and recall of people’s parliamentarians of the Kazakh SSR was approved. According to the Decree of the Presidium of the Supreme Council of the Kazakh SSR, the staff of the Central Election Commission consisted of 7 people.

On June 28, 1991, the Supreme Council of the Kazakh SSR amended composition of the Central Election Commission on election and recall of people’s parliamentarians of the Kazakh SSR.

On December 8, 1993, the Resolution of the Supreme Council of the Republic of Kazakhstan “On election of the Central Election Commission of the Republic of Kazakhstan” was adopted. Composition of the Central Election Commission was elected by the Supreme Council on the proposal of the President of the Republic of Kazakhstan.

On December 21 of the same year, the Regulation on the Central Election Commission of the Republic of Kazakhstan approved was approved by the Decree of the President of the Republic of Kazakhstan.

On March 17, 1995, the Decree of the President of the Republic of Kazakhstan “On the Central Election Commission of the Republic of Kazakhstan” was adopted. The decision to dismiss the entire composition of the Central Election Commission was taken after consideration of the request of the Central Election Commission on dismissal.

On March 25, 1995, new composition of the Central Election Commission of the Republic of Kazakhstan was also approved by the Decree of the President of the Republic of Kazakhstan.

On November 11, 1996, the Decree of the President of the Republic of Kazakhstan approved new Regulations on the Central Election Commission of the Republic of Kazakhstan.

Before 2007 constitutional reform, the exclusive competence of the Mazhilis of the Parliament of the Republic of Kazakhstan included election and dismissal of the Chairman, Deputy Chairman, Secretary and Members of the Central Election Commission of the Republic upon recommendation of the President of the Republic of Kazakhstan.

Currently, according to the current Constitution, there is the following procedure for the formation of the Central Election Commission:

  • the President appoints the CEC Chairman and two members for a period of up to five years.
  • two members of the CEC are appointed for a period of five years;
  • two members of the Central Election Commission are appointed for a five-year term by the Mazhilis of the Parliament.
