Registration of Toleutai Rakhimbekov as a candidate for the President of the Republic of Kazakhstan
On May 6, 2019, a meeting of the Central Election Commission of the Republic of Kazakhstan was held, attended by representatives of a number of political parties and state authorities. The meeting addressed the following draft Resolutions:
1. Registration of Toleutai Rakhimbekov as a candidate for the President of the Republic of Kazakhstan at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019.
2. Accreditation of observers of international organizations for the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019.
A member of the Central Election Commission, Akylbek Ikhdanov, presented the first draft Resolution.
On April 26, 2019, the documents of Toleutai Rakhimbekov on his nomination as a candidate for the President of the Republic of Kazakhstan from the Republican Public Association “Auyl People’s Democratic Patriotic Party” were submitted to the Central Election Commission:
- a copy of the extract from the protocol of the meeting of the highest body of the Republican Public Association “Auyl People’s Democratic Patriotic Party” on the nomination of Toleutai Rakhimbekov for the President of the Republic of Kazakhstan with the attachment of a copy of the registration document of the Republican Public Association “Auyl People’s Democratic Patriotic Party” in the Ministry of Justice;
- the statement by Toleutai Rakhimbekov about his consent to run as a candidate for the President;
- biographical data;
- a document certifying the payment of the election contribution.
On the basis of these documents, as well as of the candidate’s fluency in the state language, Resolution No. 21/253 of the Central Election Commission dated April 29, 2019 established that the presidential candidate Toleutai Rakhimbekov complies with the requirements of the Constitution and the Constitutional Act “On Elections in the Republic of Kazakhstan”, and the signature sheets were issued for collecting signatures of citizens.
The following documents were submitted for the candidate’s registration at the Central Election Commission:
- a certificate of the state revenue authority on the submission of the income and property declaration by the presidential candidate Toleutai Rakhimbekov;
- a medical certificate confirming that the presidential candidate Toleutai Rakhimbekov has no diseases hindering his registration as a candidate for the President of the Republic of Kazakhstan;
- protocols of territorial election commissions on the verification of collected signatures of citizens in support of the presidential candidate Toleutai Rakhimbekov.
According to these protocols, the proxies collected signatures of 122,309 citizens in 15 regions of Kazakhstan in support of the presidential candidate Toleutai Rakhimbekov, and 120,754 of them have been considered reliable.
At the same time, the required number of reliable signatures in support of a candidate for the President of the Republic of Kazakhstan, established by Resolution No. 13/237 of the Central Election Commission dated April 15, 2019, is at least 118,140 signatures.
All documents required for the registration of Toleutai Rakhimbekov as a presidential candidate have been submitted to the Central Election Commission and fully comply with the requirements imposed on them.
Based on the above, the Resolution “Registration of Toleutai Rakhimbekov as a candidate for the President of the Republic of Kazakhstan at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019” was adopted.
The Resolution instructs:
- to register Toleutai Rakhimbekov as a candidate for the President of the Republic of Kazakhstan at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019;
- to issue a corresponding candidate’s ID to the presidential candidate Toleutai Rakhimbekov;
- to provide Halyk Savings Bank of Kazakhstan JSC with information on the registration of the presidential candidate Toleutai Rakhimbekov for opening a special temporary account;
- to publish in the media information on the registration of the candidate for the President of the Republic of Kazakhstan, Toleutai Rakhimbekov.
2. Accreditation of observers of international organizations for the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019.
A member of the Central Election Commission, Zauresh Baimoldina, informed that, according to Article 20-2 of the Constitutional Act on Elections, the accreditation of observers of foreign states and international organizations is carried out by the Central Election Commission upon the recommendation of the Ministry of Foreign Affairs.
The Ministry of Foreign Affairs made submissions for the accreditation of 45 observers on 29 April, 2 and 3 May 2019. All of them were submitted for accreditation.
These include:
· 7 observers accredited from the Mission of Observers from the Commonwealth of Independent States (CIS);
· 22 observers from the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS);
· 12 observers from the election observation mission of the Office for Democratic Institutions and Human Rights Mission of the Organization for Security and Cooperation in Europe (OSCE / ODIHR);
· 4 observers from the Mission of the Organization of Islamic Cooperation (OIC).
According to information from the CIS and OSCE / ODIHR missions, more than 700 short-term observers are expected to participate in the election.
As submissions for accreditation are received, the data on observers will be updated.
To date, applications from 53 foreign correspondents were submitted for accreditation to the Ministry of Foreign Affairs to cover the election. In general, 94 journalists from 28 foreign media are accredited at the Foreign Ministry on an ongoing basis.
Heads of the Missions are:
· CIS Observation Mission - Chairman of the Executive Committee, Executive Secretary of the CIS, Sergey Lebedev; Group of Observers from the IPA CIS - Secretary General, Head of the Secretariat of the IPA CIS Council, Dmitry Kobitsky
· OSCE / ODIHR Election Observation Mission - Urszula Gacek (former Ambassador of Poland to the Council of Europe, Consul General of Poland in New York, member of the Sejm),
· SCO Observer Mission - SCO Secretary-General Vladimir Norov,
· OIC Observer Mission - Ambassador, Director of the Department of Political Affairs of the OIC, Mahmoud Al Raisi (Oman).
In view of the above, the resolution was adopted by the Central Election Commission on the accreditation of observers of international organizations, which includes observers presented so far.
