On April 26, 2019, the Central Election Commission of the Republic of Kazakhstan held a meeting of the linguistic commission to establish fluency in the state language of Amangeldy Taspikhov, a nominee from the Republican Association of Trade Unions “Federation of Trade Unions of the Republic of Kazakhstan”.
The linguistic examination had all three stages: a written assignment on a topic, reading a printed text and public speaking for at least fifteen minutes on a topic given by the linguistic commission. After passing the exam, there was a discussion and debriefing by the linguistic commission. The meeting was attended by a member of the Central Election Commission of the Republic of Kazakhstan, Lyazzat Suleimen.
The work of the commission was carried out openly and publicly, and the media had the opportunity to attend the beginning of the examination and learn about the results of the exam immediately after the debriefing. A member of the linguistic commission, Doctor of Philology, Professor Adil Akhmetov, voiced the results of the meeting.
The writing task was on the topic: “My country”. The written work was evaluated on the content, style, spelling and punctuation. The applicant made a small number of punctual mistakes, the content of the writing was deep.
As for the second assignment, the applicant read an excerpt from the collection of Kadyr Myrza Alі “Selected works”. During the reading of the text, the applicant read several poems expressively, correctly, with an understanding of the meaning, and demonstrated fluency in the state language.
The third task was a 15-minute speech on the topic “Destiny of language is the destiny of the nation”. The member of the commission noted that the applicant clearly expresses his thoughts in the state language and that the topic of the speech was fully covered.
According to the results of the examination, the linguistic commission, by open vote, unanimously decided that the candidate for the President of the Republic of Kazakhstan, Amangeldy Taspikhov, is fluent in the state language.
